How does India declare an organization a terrorist organization?

If an organization wants to be declared a terrorist organization, there are two ways. The first is that the Indian government declares an organization as a terrorist organization by making a domestic policy and stating all kinds of facts and reasons. As India recently declared TRF as a terrorist organization. For that, the government took the help of UPA. The Ministry of Home Affairs issued a notification declaring the outfit a terrorist organization and said that the outfit has long been responsible for terrorist activities in India. When any organization at the international level wants to be declared a terrorist organization, the Indian government has to take the help of the United Nations for this.
